EUDR: EU Deforestation Regulation

EU Deforestation Regulation (EU) 2023/1115

The EUDR requires covered commodities and products to be deforestation-free and produced legally. Businesses must connect products to their origins and support the required due diligence. For wood, furniture and paper supply chains, this means collecting evidence beyond direct suppliers.

Who it applies to

Operators and traders dealing with covered cattle, cocoa, coffee, oil palm, rubber, soya and wood commodities or products listed in the regulation's annex. Whether a particular furniture, paper or packaging product is covered depends on its classification and your role. Since the 2025 amendment, only the operator that first places a product on the EU market submits a due diligence statement. Operators and traders further down the chain mainly keep records.

  • Packaging & Paper

What the law requires

  • Covers wood and products listed in Annex I, such as solid wood, furniture, pulp and paper. Printed products are excluded, and packaging used only to protect or carry another product is generally out of scope
  • Products must be deforestation-free (no deforestation after 31 December 2020), legally produced and covered by due diligence
  • Geolocation of every plot of land where the wood was harvested
  • The operator first placing the product on the EU market submits a due diligence statement (micro and small primary operators can use a simplified declaration). Downstream operators and traders keep supplier and customer records
